Abiy Ahmed Says National Dialogue Could Introduce Leadership Term Limits in Ethiopia

Addis Ababa, Ethiopia — May 16, 2026 | Horn News Hub

Prime Minister Abiy Ahmed said Ethiopia’s ongoing national dialogue process could lead to constitutional reforms introducing term limits for the country’s leaders.

The remarks were made during the presentation of an implementation report by the Ethiopian National Dialogue Commission. According to Abiy, one of the main objectives of the consultation process is to address the absence of constitutional limits on leadership tenure.

He said the proposed reform represents a different political direction from some African countries where constitutional amendments have been used to extend leaders’ time in office. Abiy described the initiative as part of a broader reform effort aimed at placing legal limits on political power.

The Prime Minister also criticized political groups that have declined to participate in the national dialogue process despite the government opening discussions on constitutional and governance issues.

Abiy stated that the government is prepared to consider and implement recommendations submitted by the commission, including proposals related to constitutional amendments and political reforms.

Meanwhile, the commission reported that agenda collection and consultation activities had been completed in 1,234 districts across the country, covering approximately 93 percent of Ethiopia’s administrative areas.

The commission said direct consultations in the Tigray Region were not conducted because of security concerns. However, it noted that discussions involving Tigrayan participants from different areas were held in Addis Ababa as part of the consultation process.

According to the report, preparations are continuing for the next phase of national dialogue conferences and for the implementation of recommendations expected to emerge from the consultations.
