The Somali Regional State Council on Monday began its 11th ordinary session of the Sixth Council, with Speaker Ayaan Abdi officially opening the proceedings.
During the opening session, the regional parliament introduced 13 agenda items for deliberation and approval. The session is expected to review the regional government’s performance during the 2018 Ethiopian fiscal year, examine proposed legislation, and consider administrative and judicial matters.
Among the key agenda items are the approval of the minutes from the 10th ordinary session of the Sixth Council and the review and approval of the Somali Regional Government’s 2018 fiscal year performance report. Lawmakers will also examine performance reports from the regional parliament secretariat, justice institutions, the Office of the Auditor General, and the Somali Regional Media Agency (SRTV).
The parliament is also scheduled to review the performance report of the commission established to investigate past human rights violations and abuses committed in the Somali Region.
Budget-related matters feature prominently on the agenda, including the approval of the 2019 Ethiopian fiscal year budget proclamation and a supplementary budget proclamation for the second half of the 2018 fiscal year.
Legislators are also expected to consider regulations governing judicial administration within the Somali Regional Supreme Court and debate a proclamation recognizing the former regional central prison, commonly known as “Jail Ogaden,” as a memorial site to commemorate victims of past abuses in the region.
Additional agenda items include amendments to the Somali Regional business income tax proclamation and the approval of appointments for regional officials.
The parliamentary session is expected to continue with discussions and decisions on the proposed agenda items in the coming days.
