Ethiopia has signed a Framework for Cooperation between the National Bank of Ethiopia and the International Finance Corporation (IFC) to establish the country’s first dedicated Mortgage Refinance Company, Prime Minister Abiy Ahmed said.
In a statement shared on his Facebook page, the prime minister said the institution will be capitalized at 100 billion birr, with the IFC expected to contribute a minimum of $200 million.

According to Abiy, the wholesale mortgage finance institution is intended to address liquidity mismatches in Ethiopia’s banking sector and expand access to mortgage financing for homebuyers across the country.
The prime minister said the initiative is also part of the government’s broader objective of delivering 1.5 million affordable and dignified homes to Ethiopian families, while increasing private sector participation in the financial system.

Abiy described the agreement as a significant step toward developing a more modern, resilient and inclusive Ethiopian economy.
