Ethiopia, Mozambique Move to Strengthen Cooperation on Migration and Trafficking

Ethiopia and Mozambique have agreed to deepen cooperation on migration governance and the fight against human trafficking following a high level Mozambican delegation visit to Addis Ababa on April 27.

Officials from both countries held discussions focused on addressing growing challenges linked to irregular migration flows, particularly along routes connecting the Horn of Africa to Southern Africa. Mozambique is widely considered a key transit corridor for Ethiopian migrants seeking to reach South Africa, a movement that has increasingly exposed migrants to trafficking and smuggling networks.

The talks emphasized the need to strengthen systems for protecting victims of trafficking, including improving identification, support services, and reintegration processes. Both sides also discussed facilitating safe and dignified return mechanisms for migrants and enhancing coordination between their respective institutions.

A central element of the discussions was Ethiopia’s proposal of a draft Memorandum of Understanding, which outlines areas of cooperation such as information sharing, joint investigations, and coordinated responses to trafficking networks. Officials confirmed that the draft has been submitted to Mozambique and will be reviewed through ongoing technical level engagements.

Migration experts note that cooperation between origin and transit countries is critical in addressing trafficking, as criminal networks often operate across multiple jurisdictions. The Ethiopia-Mozambique corridor has in recent years drawn attention due to increased reports of exploitation, abuse, and unsafe journeys undertaken by migrants.

The latest engagement signals a broader effort by both governments to move beyond ad hoc responses and establish more structured, bilateral frameworks to manage migration and combat transnational crime.
