Trump Extends National Emergency on Ethiopia for Another Year

President Donald Trump has announced the continuation of a national emergency regarding Ethiopia, extending for another year a policy first declared in 2021 under President Joe Biden.

The emergency, originally enacted through Executive Order 14046, was introduced on September 17, 2021, in response to the conflict in northern Ethiopia. At the time, the Biden administration argued that violence in the region posed an “unusual and extraordinary threat” to U.S. national security and foreign policy interests.

In a notice issued this week, President Trump reaffirmed that the situation in and around northern Ethiopia continues to endanger the stability of the country and the broader Horn of Africa. He stated that such instability still constitutes a threat to U.S. interests, justifying the continuation of the emergency.

“The situation in and in relation to northern Ethiopia, which has been marked by activities that threaten the peace, security, and stability of Ethiopia and the greater Horn of Africa region, continues to pose an unusual and extraordinary threat to the national security and foreign policy of the United States,” the White House notice read.

Under the National Emergencies Act, a declared national emergency expires after one year unless renewed by the president. Trump’s decision means the emergency authority and related sanctions powers tied to it will remain in place beyond September 17, 2025.

The move signals continuity in U.S. policy toward Ethiopia despite a change in administrations. While critics of the emergency powers have argued that conditions on the ground have shifted since the peak of the Tigray conflict, U.S. officials maintain that ongoing instability in the region including political unrest, humanitarian challenges, and regional power struggles requires Washington to retain flexible tools to respond.
