Officials Visit Bulbula Demobilization Center as DDR Program Expands in Oromia
Led by Commissioner Temesgen Tilahun, senior officials from Ethiopia’s National Rehabilitation Commission have visited the Bulbula Temporary Demobilization Center in the Oromia region, where the second phase of the Disarmament, Demobilization, and Reintegration (DDR) program is underway.

During the visit, Commissioner Temesgen said more than 1,900 former fighters from the Oromo Liberation Army are currently undergoing demobilization and rehabilitation training at the center. He noted that the process is being carried out in line with national procedures and international DDR standards, including verification, registration, and structured rehabilitation support.
Participants who complete the program receive reintegration assistance to support their return to civilian life. According to the Commission, more than 5,300 former fighters in Oromia were reintegrated during the first phase of the program.

The Commissioner said the regional government is providing close support and oversight to ensure effective implementation, and acknowledged the role of stakeholders involved. He added that the DDR program is contributing to ongoing efforts to promote stability and peace in the region and the country.
He also called on those still engaged in armed activity to join the process and transition into civilian life.

Deputy Commissioner Brigadier General Derbe Mekuria said the center is providing essential services and logistical support to facilitate rehabilitation. He noted that coordination with regional authorities is ongoing to address operational challenges and improve outcomes, including efforts to create employment opportunities for participants.
Getachew Tamirat, head of the Oromia Regional Peace and Security Cluster Office, said the regional administration is working to ensure the sustainable reintegration of participants by mobilizing available resources.

Officials reviewed registration procedures, including the use of the DREAM system, and inspected training and accommodation facilities during the visit.
