National Rehabilitation Commission Launches Second Phase of DDR Program in Oromia
Addis Ababa, March 21, 2026 — Ethiopia’s National Rehabilitation Commission has begun the second phase of its Disarmament, Demobilization, and Reintegration program in the Oromia region, focusing on former fighters linked to the OLA-Shene group.

The launch took place at a temporary demobilization center in Bulbula, where former combatants started handing over weapons, registering for the program, and receiving initial rehabilitation training. The opening ceremony included prayers and messages from traditional Oromo leaders, religious figures, and community elders.
Gemeda Alemi, Director of Reintegration at the Commission, said the program aims to support former fighters who have chosen to leave armed conflict and return to civilian life. He noted that the Commission is working with regional authorities and other stakeholders to facilitate their transition and encourage their participation in local development.

According to the Commission, more than 5,300 former combatants in Oromia have already completed the DDR process in earlier phases and are now reintegrated into their communities. The current phase is expected to include over 1,700 additional participants.
Abebe Legesse, Deputy Commissioner of the Oromia Regional Police Commission, said lasting peace depends on dialogue and cooperation rather than armed confrontation. He emphasized the need for former fighters to contribute to stability and development, and to support efforts aimed at strengthening peace at the community level.

Officials involved in the program said the DDR process includes disarmament, verification of combatant status, registration, and rehabilitation training designed to prepare participants for civilian life.
Representatives from regional government institutions, as well as officials and experts from the National Rehabilitation Commission, attended the launch event.

The Commission reports that more than 85,400 former combatants have undergone DDR processes across Oromia, Tigray, Afar, and Amhara regions as part of ongoing efforts to support post-conflict recovery and stability.
