Movement for Change in Tigray Urges Inclusive Governance, Calls for Full Implementation of Pretoria Agreement

The Movement for Change in Tigray has issued a statement calling for the formation of an inclusive interim administration and the full enforcement of the Pretoria Peace Agreement, describing the region as being at a “critical turning point” marked by political strain, insecurity, and institutional gaps.

According to the statement, Tigray’s current political and humanitarian situation requires an urgent and functional governance structure capable of preventing further deterioration. The Movement urged all political organizations in Tigray to cooperate in establishing a representative regional council, an effective executive cabinet, and fully operational woreda and city councils.

The Movement stressed that the Tigray Defense Forces (TDF) must be restructured into a professional institution serving the public interest rather than acting as an extension of any political group. It highlighted the need for the TDF to function strictly under civilian authority and referenced Proclamation 15/2017 as the basis for restructuring the force across all ranks to ensure political neutrality and institutional accountability.

Tigray’s police and security organs, the statement added, must uphold their mandate of public protection through lawful and professional conduct. Senior and junior officers alike, it said, bear responsibility for ensuring their actions align with principles of accountability and respect for the rule of law.

The Movement called on the federal government to fulfill all obligations under the Pretoria Agreement, particularly those related to humanitarian access, protection of civilians, and unhindered return of displaced Tigrayans to their homes. It also urged the international community to maintain steady support to ensure the agreement is implemented in full.

The statement concludes with an appeal for coordinated engagement from all Tigrayan stakeholders including political parties, civil society groups, professional associations, diaspora communities, and regional security bodies to help stabilize the region and guide it toward peace, reconstruction, and a democratic transition.
