IGAD Forum Highlights Calls for Localized Tech Solutions and Inclusive Digital Security Efforts

Addis Ababa/Nairobi — A regional forum on digital security and artificial intelligence, convened by the Intergovernmental Authority on Development (IGAD) in Kenya, brought together women and youth leaders from across the Horn of Africa to discuss the intersection of technology, peacebuilding, and community protection.

Among the panelists was Ms. Werknesh Asefa, co-founder of Sustainable Technology Solutions (STS), who reflected on the discussions in a public statement. She noted that the forum provided an important platform for examining how emerging technologies and social media are shaping peace and security dynamics in the IGAD region.

According to her reflections, a key theme of the dialogue was the importance of designing technological tools that are adapted to local realities. She stressed that digital solutions rooted in the cultural and linguistic contexts of communities are more effective, more accessible, and more relevant for users who often face barriers to digital participation.

Ms. Werknesh also underscored the need to connect online innovation with offline outreach. She pointed to the persistent gaps in digital literacy, particularly among marginalized groups, and highlighted the necessity of community-level engagement, capacity-building initiatives, and safe learning spaces to ensure inclusive participation in the digital sphere.

Another area of focus was responsible technology use. She called for strengthened digital literacy programs, ethical social media engagement, and expanded leadership roles for women in the technology and AI sectors—factors she described as critical for building safer and more peaceful digital environments in the IGAD region.

The forum gathered policymakers, civil society representatives, innovators, and community leaders to explore how digital tools can support peace and protection efforts. IGAD organizers expressed appreciation for the contributions made by participants, including women and youth who are increasingly shaping discussions on technology governance and regional security.

Ms.Werknesh thanked the IGAD team for the invitation and the opportunity to contribute to a dialogue aimed at advancing inclusive and responsible technological development in the region.
